The Institute of Justice
Operation
The Institute of Justice is responsible for maintaining order within the Barony of Advarsel, and operates from the Headquarters in the city of Advarsel. It has jurisdiction over the entirety of the barony but primarily focuses its efforts within the city. As a municipal office it is funded by the baron. By principle it conducts its business autonomously, but the baron retains the ability to make rulings as he pleases.
The Institute’s Chief Executive, and the officers assigned to the city, are housed in the Headquarters. Each region within the barony is assigned an Institute station, and a supervising officer that reports to the Chief Executive. Recruitment of new workers is done by designated officers within the Institution.
The functions of the Institute include: law enforcement, management of civic affairs and security, and the supervision and regulation of industrial and Volitional activity.
Civic Affairs
The Hands of Justice receive orders from the Advarsel City Hall about the collection of taxes and census information, which they relay to the stations in the outlying regions of the barony. One officer is deployed per hundred citizens, and one supervising officer per three ground workers.
Industrial Operations
Regulation of industrial activity is decreed by the City Hall, and enforced by the Hands of Justice. It stipulates the acceptable treatment of human and animal workers, ethical breeding practices of utility and farm animals, and zoning for industrial buildings.
Law Enforcement & Security Management
Institute officers oversee and execute the patrol of public areas, investigation of reports/complaints regarding criminal activity, and apprehension/seizure of suspects, stolen goods, and illegal materials.
Volitional Activity
The Institution develops rules defining legal Volitional activity, and receives prospective Willwright students prior to their enrollment. They place a mark on the student’s right eye which signifies that the individual in a Volitionist, and on the right arm specifying the primary area of study. They also record the student’s name, place of birth, and area of study in a single document for reference and tracking purposes, making updates as needed.
History
The Institute of Justice was established in the first year of Baron Isodore, which was also the first year of the barony of Advarsel. It was put in place initially for the purpose of coordinating the collection of taxes and census data, as well as law enforcement. Shortly after the establishment of the city, industry began to settle and develop, necessitating regulations for industrial activity and utility animal treatment. The original building dedicated for use by the Institute of Justice was rebuilt by the third baron in the 93rd-96th years, following the Necromaniac Tragedy. During the reconstruction, operations took place in the City Hall, and Volitional activity was heavily decreased. Following the reopening the Hands of Justice began to mark and closely track all Volitionists, and those associated with Willwright.
I’m getting a Orwellian ‘Ministry of Love’ vibe from the Institute of Justice; am I off-base?
There definitely is a touch of inspiration there. XD Though the IoJ was originally founded on a healthy vision, it has lost sight of its core values as of late.
The well-organized systems and logistics that the Ministry of Love had aren’t to be found here; fortunately for the IoJ’s convenience, they’re tracking far fewer individuals/interests.
