Hierarchy Representative Assembly

The Hierarchy Representative Assembly is one of the five principal organs of the Hierarchy, serving as the main deliberative, policymaking, and representative organ of the Hierarchy. Currently in its 26th session, its powers, composition, functions, and procedures are set out in Chapter I of the Caniic Hierarchy Constitution. The Hierarchy Representative Assembly is responsible for the Hierarchy budget, appointing the non-permanent members to the Security Council, appointing the Governor-General, receiving reports from other parts of the Hierarchy system, and making recommendations through resolutions. It also establishes numerous subsidiary organs to advance or assist in its broad mandate. The Hierarchy Representative Assembly is the only Caniic Hierarchy organ where all member states have equal representation; twenty representatives per nation.   The Representative Assembly meets under its President or the Hierarchy governor-general in annual sessions at the Representative Assembly Building, within the Hierarchy headquarters in Hagis City. The main part of these meetings generally runs from Jun through part of Disimpar until all issues are addressed. It can also reconvene for special and emergency special sessions. The first session was convened on Jonuariic 1, 1910 in the Meritocratic Central Hall in Saksa, Andractiic, and included representatives of the 6 founding nations.   Voting in the Representative Assembly on certain important questions—namely recommendations on peace and security; budgetary concerns; and the election, admission, suspension, or expulsion of members—is by a two-thirds majority of those present and voting. Other questions are decided by a simple majority. Each member country has one vote. Apart from the approval of budgetary matters, including the adoption of a scale of assessment, Assembly resolutions are binding on the members. The Assembly may make recommendations on any matters within the scope of the Hierarchy, except matters of peace and security under the Security Council's consideration.

Membership

The membership of the Hierarchy Representative Assembly includes all member states of the Caniic Hierarchy, which currently stands at 13 nations. Each member state is represented by twenty representatives, all of whom have equal voting rights in the assembly. The membership is open to all nations that adhere to the principles and objectives of the Caniic Hierarchy, and have been accepted as members by the Assembly itself.   The membership is open to all nations that adhere to the principles and objectives of the Caniic Hierarchy as set out in its Constitution and Declaration of Rights and Freedoms. The admission of a new member state into the Assembly is decided upon by a majority vote among existing members. The new member state must submit its request for membership to the Governor-General who then presents it to the Assembly for debate and consideration. Upon approval by two-thirds majority vote among existing members, the new state becomes an official member and is also granted a seat on the Security Council. The newly admitted state is required to sign all applicable treaties before officially joining the body.
