Neatalean

For almost all non-Quenians, Neatalean is the only Umyebelian city they will ever see. Sited in the province of Nalas, off the main sub-continent of Umyebel, it technically has an open port to ships off all nations and species, but in reality the harbourmasters cause enough over-complication for non-Elven vessels that they stay away. Only the most persevering of non-elven traders, and diplomatic vessels with immunity from most of the bureaucracy are regular visitors. 
Like the city, Nalas Province is technically open to most other species, and even has minority populations at the edges, notably Sindair elves and Durinn human nomads, but all non-Quenians face discrimination and are definitely considered second-class peoples.

Demographics

As expected from an Umyebelian city, the overwhelming majority is Quenian, with Sindair making up almost the entirety of the rest. The small non-elven populations are almost exclusively in diplomatic enclaves, work on the docks, or are on specific and temporary business and face large amounts of discrimination from Quenians on a daily basis.

Government

The city's ultimate authority is the Primus of Nalas, although the actual practical management of the city is handled by the city's Principle and the City Council. Matters affecting non-Quenians, typically in diplomatic and trading matters, are overseen by Sentinels, of which there appears to be several in Neatalean. Sentinels do not have a specific remit, and their behaviour can be capricious and chaotic when considered by non-elves, with different Sentinels getting involved in the proceedings at random. This often makes diplomatic entreaties a long, drawn-out affair, and establishing a fixed trading cost almost impossible; Sentinels will often overrule a previous Sentinel's decisions (and sometimes even their own), and frequently make ad-hoc and seemingly reason-less demands part way through any negotiations.

Infrastructure

Neatalean is considered one of the world's finest natural harbours, with a wide, deep bay, allowing for shelter from the ocean waves and most of the weather effects. A large set of docks complements the natural provisions, capable of berthing a large number of ships at any one time. The centre of the city itself is built on a rise in a bend in the river, although it has spread substantially since then; the Quenian rulers have a tendency to allocate diplomatic quarters to parts of the city that flood regularly.
