Member of the High Council of Kinilan
The High Council of Kinilan is an advisory body to High Queen Mishann Norixius, ruler of the country of Kinilan, and acts as the elected representatives of the people of the nation. The Council holds very little direct authority and primarily functions to advise the Queen of the needs and wants of the people. Their only direct form of power is to depose the Royal Family and call for a national election to appoint a new one.
Requirements
Councillors are required to be at least 1.5 times their age of majority, and must not be older than 20 years below the average lifespan of their species to be eligible for election. This ensures a minimum amount of maturity while also making it unlikely that a councillor will die of old age during their decade long term in office. Regional councillors - those representing specific cities within the kingdom - are often subject to more specific requirements and some of the cities with a majority of long-lived species often have the same representative stand for multiple terms.
Appointment
Elections are held once a decade all through Kinilan, and the elected councillors are sworn in 6 months after the election. In the event of a councillor's death during their term of service, their chosen inheritor, often a spouse or adult offspring, takes on the role until such a time that a byelection can be held. This generally takes a matter of months for a regional representative, but will take well over a year for class representatives, as they represent members of that class across the entire country, and if the death happens late in their term, might not happen until the next full election.
Duties
Councillors are each elected to represent a certain class or region within Kinilan. They are expected to spend part of their time consulting with the people, and present their grievances to the High Queen. Additionally, in exceptional circumstances during peacetime, they can invoke a clause that authorizes the military to remove the royal family from power - a highly disruptive process that takes a year to complete.
Benefits
The High Council is the only route to political power available to any ordinary citizen. Councillors are well paid for their service, and have travel costs covered so they can consult the people they represent on political matters.
