Technic League
After working on the device for weeks, I was quite confident the girl would survive the fall. So imagine my horror as I crouched there, doing my best to wipe her remains off of Livmick’s boots. I apologized profusely, but he just shook his head and glowered at me. “What in the Nine Hells was it supposed to do?” I explained that the initial tests of my velocity neutralizer suggested it should have allowed the subject to free-fall, but then touch down at the base of the cliff light as a feather and unharmed. Structure
While the League's exact structure remains shrouded in mystery, it's general structure is fairly well understood. The League is led by the Council of Captains. Despite being in charge of looking after League interest across all of Numeria, most Captains choose to remain in Starfall where information and resources are most concentrated. This has led to a tenuous balance of power between the Captains, which is frequently exploited by the more savvy Captains to enjoy a greater degree of control over the League. Since 4708, Ozymyn Zaidow has commanded a greater degree of loyalty from the assembled Captains than any other, but even this may be subject to change should Zaidow ever show signs of weakness.
Immediately beneath the Captains are the Technic League Commanders who lead the more militaristic arm of the Technic League. Commanders direct gearsmen battle groups to area of resistance to maintain the Technic League's control. While this may seem to exceed the power of the Captains, the Commanders are understood to only act as field marshals. Their battle groups are rarely assembled in full. Each Captain is allotted a number of gearsmen that they use to conduct more dangerous missions. Commanders answer not to any individual Captain, but instead to the Council at large. Regardless, the intrigue that rules the rest of the League does not exclude the Commanders. Commanders have been known to back individual Captains in their plots to seize additional power.
Each Captain is attended by one or more Lieutenants. In the event of a Captain's death, their first Lieutenant assumes all of their responsibilities and powers. As such, Lieutenants are frequently kept on assignment to prevent them from seizing their Captain's power by force.
Full members that hold no additional authority are answerable to the captains and their immediate underlings. Members are permitted to own technology, conduct their own experiments (provided that they share their results with their superiors), and have some level of autonomy. Members can and do shift allegiances between Captains.
At its base level, the Technic League is made up of an unknown number of agents. Agents perform any number of tasks throughout Numeria, from tax collection to surveillance, excavation of technological ruins to capture of fugitive androids. Even now that the League is mostly known to be the true power in Numeria, its agents remain as covert elements that cannot always picked out from average citizens.
Below the agents, and largely considered exterior to the league itself, are hirelings
Public Agenda
The League's stated goal is to seize and regulate the dangerous technology found in ruins across Numeria for the safety of its inhabitants. In furtherance of this goal, they police Numeria for anyone believed to be in possession of technology, regulate the ownership of androids, and constantly monitor for insurgent activity. While many cities maintain autonomy within Numeria, it is widely expected that Technic League agents could be watching at any time.
History
The origins of the Technic League are shrouded in mystery. All that is known is that sometime during the 47th century, the League became a secret that most people knew about, but no one understood. By the year 4680, it became clear that the Technic League were the true power brokers of Numeria, with any other form of leadership merely a front to cover their illicit dealings. This provoked outrage from the Kellid tribes of Numeria, many of whom had grown up shunning technology and believing the region to be answerable only to the Black Sovereign. In 4688, Kevoth-Kul, leader of the Black Horse tribe, united the tribes in mutual opposition to the Technic League. Together they fought the gearsmen of the league and took Starfall. Kevoth-Kul met witht he leaders of the Technic League to discuss their surrender in the Palace of Fallen Stars. By 4690, Kevoth-Kul was recognized as the new Black Sovereign. In his mercy, he spared the leaders of the Technic League, keeping them, in his words, as advisers to handle the dangerous technology of Numeria and direct his new gearsmen armies so that he could reign over the Kellids.
In the years since then, this veneer of dominance has largely faded. Most Kellids now see Kevoth-Kul as a traitor who squandered their victory and allowed the Technic League to assume even greater control of Numeria while using him as a puppet king to placate the masses. 4708 marked the greatest change in the Technic League's structure since it became known. Before then, the League had always been a hidden presence. No one could quite be sure when an agent was leading or who they answered to. In 4708, however, Ozmyn Zaidow emerged as the clear leader of the Technic League. Gearsmen patrols became commonplace in Starfall. The Technic League office of Chesed proposed legislation granting themselves authority over android slavery in Chesed. To any who had doubted that the Technic League had remained in power after the Kellid Uprising, the truth could no longer be doubted. While other nations still recognize the Black Sovereign, to most in Numeria it became clear that the Technic League truly were in control.
The League's secret rule has been largely uncontested since their surrender to Kevoth-Kul. On Rova 15, 4714, the League briefly lost control of its Gearsmen armies. Across the country, witnesses have reported that many gearmen stopped taking orders, many demanding the location of an entity known as Cassandalee. Several agents were killed before the gearsmen returned to their assigned tasks.
