Cybil is a Rashemi witch-warrior from Luskan. She leads a sect of magic users within the Xanathar Guild called The Coven.
She was in charge of leading a fencing operation for the Xanathar Guild. Cybil used a magical bag of holding to discreetly transport stolen goods to and from ships in the Dock Ward. She had a hideout for her followers and thugs deep in the sewers of Waterdeep, utilizing an abandoned water treatment station which she modified into a warehouse and living quarters. She held captive Merfolk slaves in metal cages underwater in an effort to contribute to the Xanathar Guild's slave-trading operation.
Cybil's most notorious and heinous acts were when she attacked magic casters in the city, using a custom-forged and enchanted dagger to drain their spellcasting capabilities. The dagger could detect the power level of the magic caster and drain the victim of magic before transferring it back to Cybil. She terrorized countless mages and priests in the city before she was brought to justice by the Trollslayers.
The party originally encountered her when recovering a necklace on behalf of a local stonemason named Colleen Clambertop. The heist was foiled when a wardrobe in her office turned out to be a mimic and attacked the party, alerting Cybil and her followers to the intruders. She incapacitated one of the party members and held him hostage when he was left behind by his teammates.
She and her other followers escaped during a jailbreak organized by the Xanathar Guild on Trolltide. As of right now, her whereabouts are currently unknown, but the party is sure she is planning he revenge.
