Paradise of Pirates

Nearby the North East coast of Whupbril is the Varnan isles. Originally held by the De Quercian military some six hundred years ago the Varnan Isles are now a safe haven for pirates, whether they be flying solo, or under the Pirate Queen’s flag, all are welcome in the Varnan Isles. It is a lawless collection of islands connected together by rope bridges under the rulership of the Pirate Queen. The Islands serve as a resting stop for all lawless sea dwellers, somewhere to shake off their sea legs and rest before setting off again. 
The only rule: Don't get caught.

 The Queen

The Pirate Queen has ruled over the pirates for over five hundred years. Her personality though seems to be a point of contention among the locals of The Varnan Isles, many elves and older humans all agree that Pirate Queen in the past has been cursed with madness as sometimes she will be cruel and evil in her ways for many years and then she will immediately change to a fair and decent ruler, seemingly overnight. Her palace, once the home to a Dequercian Grand duke is the only well maintained building on the central island, with servants routinely cleaning and fixing any damages. It is said that the palace is so vast that it houses a private collection of exotic animals. 
The symbol of The Pirate Queen's authority is a chain necklace called “The Amulet of Seas”. It is made of a gold chain, and a gray gem of unknown origin. The Amulet itself is said to bestow eternal life to she who wears it, being the reason why a human has ruled for so long. The Amulet of Seas floats in water.

The Code of the Sea

The Queen's code is a rule set up by her majesty toward the beginning of her control over the seas of Jafare. It rules that any pirate, whether they be flying under the Queen's flag, or independently, shall not attack any other pirate in the oceans of Jafare. The rule was set into place to establish a dominant presence in Jafare, meaning all pirates are working together against the navies of the world.
