Whitecliff

Whitecliff is the largest of the free cities that line the Free Coast. Originally founded by sailors from the Kingdom of Adiv'Ra, the city is named for the large white colored cliffs that it is built into the side of. The city consists of four different tiers on the cliff face, which are:
Tier 1 – Port Center, this is the lowest level of the city.
Tier 2 – Mid-ridge, this is the second lowest level of the city.
Tier 3 – High-ridge, this is the second highest level of the city.
Tier 4 – Topside, this is the highest level of the city.
