Reinald the Whisper

We couldn't see his face, he had a scarf up, but his eyes were glowing beneath his hood. It was the Whisper, I tell you!
— Zath Riverbane
Reinald the Whisper was an infamous highwayman who roamed the rich stretch of road between Kernwith and Whitich. It is said he was called "the Whisper" because he never made a sound until he was in front of your wagon or carriage.   Reinald was active during the end of Queen Sizha's reign and into the reign of King Ramun III, approximately 1215-1220 NE.   He was captured outside of Kernwith by a patrol of soldiers led by Captain Breth Spiritmane, taken to Kernwith for trial, and sentenced to be hanged by the neck until dead. The sentence was quickly carried out, and the Kernwith-Whitich road was safe once more.   Here is where the tale should end, and as far as the facts go, it is. But Reinald the Whisper seems to be a very persistent highwayman. There are reports of him robbing travellers up to this very day, nearly 50 years after his death.   The apparent specter always appears on the Kernwith-Whitich road, is always garbed in black with his face hidden, and somehow always makes off with the goods, despite being, one assumes, incorporeal.   The solution to this seems simple, and yet the folks who were robbed are always convinced it was indeed the ghost of Reinald. One victim who was interviewed claims to have ridden his horse straight through the ghost, after dropping his valuables. Reinald has even been spotted on two different stretches of the road at about the same time.   The truth, if it ever is discovered, is most likely several different bandits using the legend to make themselves rich. All it takes is some black clothing and the fertile imaginations of one's victims. In one case, the constable found the lady had robbed herself, hiding her jewels beneath a false seat in her carriage, as a way to procure the money needed to escape her marriage.   The road patrols are busy, indeed, trying to flush would-be Reinalds out of Bexlow Forest and the surrounding areas. One thing is certain, as long as there are folks willing to believe in him, Reinald the Whisper will always roam the road.
