Kiamoh
Kiamoh was the emperor of the now fallen High Nogg empire.
Personality and Behavior
While in power, Kiamoh sought to dominate other civilizations. He was an aggressive leader who often waged wars against other leaders. On the other hand, he is quite easy to get along with, given enough time.
At the height of his power, Kiamoh raised a large offensive military force consisting primarily of mounted and armored units. His navy was also formidable.
Kiamoh was very keen on gathering Gold, and also puts a high priority on incorporation religion into the lives of his people.
He had a strong tendency to attack and bully city-states.
Kiamoh tried to build as many world wonders as possible, but his glory was cut short as his empire fell from attacks on all sides, including the Mayronin, Irmoa, Nessian and Undersun Empires. Now his people are scattered across Kia, seeking refuge an aligning with other territories to build new lives.
History
Although Kiamoh fought several military campaigns, he is primarily remembered for reorganizing, modernizing and bringing stability to the Halflings of the High Nogg.Early History
Kiamoh was a general under Sua, the first great leader of the High Nogg Empire. Sua extended High Nogg control along the northern continental coat. Although nominally a religious person, he tolerated both Celestial and Infernal worshipers within his kingdom. Sua died in a freak accident; he fell off a cliff and into the ocean. Sua was succeeded by his son, Ruba. Kiamoh almost immediately began plotting Ruba's overthrow, successfully gaining power with the assistance of religious rebels.
Military Expansion
During his reign, Kiamoh attempted to expand the empire, fighting successful campaigns against various neighboring cities and kingdoms. Not all of his battles were successful, however, and he is generally acknowledged to be an adequate but not exceptional military leader.
Organization of the Empire
As the empire grew, it became increasingly difficult to manage. Kiamoh divided the regions into provinces, each under a governor. He expanded the Nigh Nogg court, creating the posts of directors of finance, justice, interior, agriculture, waters and forests. He also created a standing army and navy (the latter consisting of war canoes).
In addition, Kiamoh restructured the tax system and imposed regulations on agriculture, hunting and fishing.
Popular Opinion & Legacy
Kiamoh ruled for some thirty-five years. Now old and blind, he was deposed by one of his sons just as the empire collpased. He is judged to be an extremely competent administrator, his reign a golden age for religion and knowledge in the northern coast of Kai. While not a great general, he was able to expand his empire and to hold on to what he had taken until age robbed him of his powers. Loyalists to the High Nogg empire consider Kiamoh to be one of the best rulers in history.
