Koagn Oligarchy
Oligarchy with 11 Muzoqals. The first of the house is always the one that is least powerful or omega to give the lesser Muzoqal a voice in the government, while the 11th is the alpha that breaks ties between votes along being able to reject a unanimous decision on something.
Both the Omega and Alpha have seats at the aldcom
Only like to be among a few (like a lion pride) and only have a government to help with justice, and to work together for any reason such as war or disease or other problems.
