In several kingdoms, a Duke is not needed. However, Empires such as the Imperial Dominion of Spayle that were at one time separate.

A Duke, then, is a leader of a large swath of land - a region made up of several Counties.

Dukes tend to travel a lot to check in on the various Counties, Barionies, and other holdings.
