Supervisors of Magical Arts
Supervisors of Magical Arts (Who are going to be called S.M.A for now for ease of writing) are people who monitor mana levels across most of the world, being able to tell when excessive magical levels are spiking and where. Think weather channels but with magic and its a little more dangerous when you get an alert.
Every town has at least one, if not then they are within range of one to keep up with alerts and such. Not being in range could be dangerous as magic is a fickle thing and might spike in the heart of the city/village/town with little to no warning otherwise.

Qualifications
Most S.M.As have gone through extensive training and studying to learn how to operate the machinery and be as exact as possible, although just starting out is not too uncommon, but that is not recommended.

MAny S.M.As are viewed as leaders themselves if they weren't already one, and the title of S.M.A comes with respect.

History
The proffession was created around 6-12-1297 when there were small bursts of magic happening all over Kathrir, and the Supervisors of Magical arts was formed to keep everyone safe.

All S.M.As have a complex, electronic device that can sense abnormal mana levels in a nearby area, as well as broadcasting and communications equipment to alert people if abnormal levels are detected.

Legality
It is legal in the entire world, although all stations avoid the Kosamic Sea's center, which has a massive magical storm called the Crowned Storm. If a station was set up nearby it, the machine would never stop beeping.
