Ministerial Office

The Ministerial Office is the executive branch of the Japanese Imperial government. This means that the office is not responsible for the passing of legislation, but only the execution, regulation, and enforcement of legislation. The head of the ministerial office is the Prime Minister who oversees the ministerial cabinet, a group of politicians called ministers of state who each have authority over an aspect of national policy, such as national defense, agriculture, commerce, etc.

Appointment

The Prime Minister must be a member of the Imperial Diet, and is chosen and appointed by The emperor. The Prime Minister serves until he is dismissed by the emperor or receives a vote of no confidence from the Imperial Diet. The cabinet members are appointed by the prime minister and serve along with the PM until he is resigns or is removed from office.

Powers

• Promulgation of amendments to the laws, cabinet orders and treaties
• Convocation of the Diet
• Proclamation of general elections to the Diet
• Receiving of foreign ambassadors and ministers
• Execution of the law
• Conduct of foreign affairs
• Conclusion of treaties (with the consent of the Diet)
• Administration of the civil service
• Drafting of the budget (which must be adopted by the Diet)
• Adoption of cabinet orders
• Granting of general amnesty, special amnesty, commutation of punishment, reprieve, and restoration of rights
• Signing of laws or cabinet orders by the relevant Minister of State and countersigned by the prime minister
• Appointment of the associate justices of the Supreme Court of Japan (except for the chief justice, who is designated by the prime minister and formally appointed by the emperor)

List of Ministries

Ministry of War - The Ministry of War oversees all military affairs. The ministry is split into two primary parts, the Imperial Japanese Army and @Imperial. These branches often butt heads as to which one will receive more funding and influence over grand strategy.
Ministry of Internal Affairs - The second most powerful Ministry. The Minister of National Affairs controls policy with regards to religious law, propaganda, and other policy with regards to internal nationalistic interests
Ministry of Foreign Affairs - Handles diplomacy, international trade, and other policy with regards to other countries. Ministry of Health - Controls matters of healthcare, disease prevention, and medical research
Ministry of Agriculture - Oversees the regulation of food and water
Ministry of Justice - Controls the justice system, from the courts to local police
Ministry of Education - Controls both the public school system, and regulation of University
Ministry of the Treasury - The treasury manages tax funds for the empire as well as monetary policy
Ministry of Commerce - Manages policy for national and international trade
Ministry of Public Health - Controls matters of medical and drug regulation
