The Great Dry, dried up the lakes and rivers. Even the sea receded a mile from shore. The humans in the northwest developed a taste for human flesh to survive. Cat-Lon's empire spent a fair amount of resources combating them, including the formation of a militant group known as the Hydraulic Knights. These knights would combat the external enemies of the empire, such as pirates and cannibals for hundreds of years.
