The Golden Monarchs

The Golden Monarchs are the name of the rulers of Drakura, two golden great wyrms who have been alive since the days of the great Dragon kingdoms. Despite seeing their kin's kingdoms fall to the humanid empires, they don't bear them or the preceding kingdoms and empires any ill will, as they recognise much of Keyrae suffered under the rule of the dragons. The Golden Monarchs have sworn to do what they can to prevent that same kind of corruption from ever spreading through the land again, though their desires are somewhat limited, after they both became trapped in the Sunvale Palace due to their immense size.
They are the oldest and wisest of the living dragons, and even dragons with alignments outside of good and lawful seek out their council (though it is rarely given to those they deem unworthy).
