Demographics
At its height, the greatest fortress-city ever built was home to teeming dwarvish hordes of every stripe. The only aspect of Great Dwarven society missing from its capital were the poor and those responsible for gathering raw resources, since its location on an artificial continent obviated the latter and the opportunities provided by the eternal outwards push of the empire drew away all of the former. In the present day, only one dwarf calls the empty city home. Dar, the eldest of all dwarves stands at the foot of the great dais in the throne room, awaiting a worthy candidate to crown emperor and rebuild the glory of his people.
Government
When the Great Dwarven Empire was still extant, none would have dared claim any level of authority over the emperor's city, and so all executive functions were performed by the emperor or his heir. After the collapse, many different successor states held varying levels of control over the city, but none ever attained true mastery, for all feared provoking Dar to leave his vigil and re-establish "order." After the Dark Age only Dar remains, neither governor nor governed, and the city stands as silent as a mausoleum.
Infrastructure
Osteocrown was the beating heart of Eobesh, the jewel of the Great Dwarven Empire and a perfect closed system of self sustaining, perhaps even replicating, Dwarven might. Nearly every aspect of the city ran like clockwork, quite literally, as the great gears turned and systems moved providing perfectly predictable transit, plumbing, agriculture, everything its population could require. Despite its fall, only the outermost edges of the city ever experienced the depredations of looters, and the majority of the city's machinery still thrums away on schedule, serving no one and only adding to the oppressive feeling of emptiness within its walls.
