Primus god of law holds a grand jury to debate the state of Kimaria and held a vote to give mortals Knowledge of time, magic and law. the vote passed and modrons were sent to teach the mortals who could or would listen the months, hours and days, and give them basics of law, marking the start of recorded time and history. magic would then seep into the world many greater entity's having already access to such powers took to power quickly and many of the civil races shunned magic as thing used by monsters and unholy, a select few close to worships gods begin allowed to used magic in private and controlled places.
