Purpose
The purpose of this code is not to restrict the global population of vampires, but to ensure its safety and the safety of generations to come. It is a fact that mortal humans dominate the world with their population, and so for the protection of the vampire population, some laws must be established to guide our interactions with humans and other species.
Feeding in Human Population Centers
Consent
1. All vampires must seek consent from human meals before feeding, due to the sexual response caused by vampire venom. This consent should be obtained regardless of the vampire's desire to engage sexually with the food source.
2. When feeding, all vampires must abide by local mortal laws about age of majority. Those who are considered children should not be fed upon due to the sexual response caused by vampire venom.
3. Humans must not be overbled to the point of weakness or death. One vampire can feed to satisfaction on one human without causing ill effects.
Safe Locations
1. When at all possible, vampires should feed in a safe location, such as within their own home or the home of a human if that human and others in its home can be trusted.
2. If feeding must be done in public, it should be done under cover of darkness and in a secluded place in order to avoid detection.
3. The use of feeding establishments is encouraged for those who wish to feed safely but don't wish to bring a human home with them. (Added in 1690)
Other Food Sources
Human Keeping
1. Vampires may house a human family in order to feed from them. These humans may be contracted employees who are partly paid in sexual pleasure during feedings.
2. All basic needs of the humans must be met, including proper food, clothing, and housing. Payment is encouraged.
3. Human children cannot be used as a source of blood until they reach adulthood.
August 8th, 1827: This method of sustaining a supply of blood is no longer condoned by the CI and is henceforth illegal. It is preferred that vampires establish mutually beneficial relationships with humans instead of forcing them into a form of slavery.
Other Animals
1. When not close to a population of humans to feed from, vampires are encouraged to harvest their needed blood from other mortal sources. Livestock is an excellent choice for this, though preferred taste in species may vary. This is also a perfect solution for those who don't wish to engage sexually with their food sources.
2. Animals must be properly cared for to ensure the best quality blood. Proper food, water, shelter, and environment are important for the wellbeing of a vampire's livestock.
3. Vampires must abide by human laws regarding animal welfare when harvesting blood from livestock. As with humans, animals should nto be overbled so as to cause weakness or death. Following these laws will help to ensure vampires may live peacefully without being disturbed by concerned humans. (Added in 1991)
Blood Dealers
1. Vampires may collect blood from humans who wish to sell it in order to supply other vampires, provided the human fully consents.
2. Humans cannot be overbled during the collection process. If a human begins to have ill effects, collection must cease.
3. Humans must be of legal adult age in the place where the human lives.
4. The same human cannot be collected more than once per week, even if they ask to be.
5. Blood dealers must fully disclose what the blood is being collected for. They cannot pose as human blood banks or clinics.
6. Blood dealers may collect blood from other sources, including purchasing excess blood from vampires with livestock.
7. Blood dealers must fully disclose to vampire buyers where the blood came from, whether it be human or another species.
8. Collected blood must be properly stored and discarded after six weeks, if not consumed. Containers should therefore be labeled to ensure only good blood is being sold to consumers. (Added in 1965)
Feeding Establishments (1690)
1. Vampires may open establishments to allow the mingling of vampires and food sources.
2. Private rooms must be provided for feedings and all live feeding laws apply to these establishments.
3. Establishments are encouraged to provide humans with food and drink, including alcohol if local human laws are met, to ensure humans have the best experience possible.
4. Security must be employed to ensure a human does not become overbled. No more than two vampires should feed on the same human in a single night.
5. Other forms of blood should be readily available for vampires who do not live feed but have come to socialize.
6. All local human laws must be followed.
Printed Documentation and Other Forms of Media
Fiction
1. Humans who have been involved with vampires and choose to write about us are expected to leave enough details out to ensure other humans do not become too knowledgeable of vampire culture.
2. Those who have material that has been determined to too closely resemble the truth of vampire life will be asked to make some changes.
3. This is applies to all forms of fictional art that exist or may exist in the future.
Nonfiction
1. Humans who wish to make truthful documentaries will be asked not to do so, or to exclude some details.
MPA Interactions
1. The CI will work with the Mortal Protection Agency when needed to ensure the mutual protection of vampires and humans.
2. If any vampire is addressed by a member of the MPA, they should reach out to their local CI agency for direction.
Punishments
1. The CI will punish any and all breaking of these laws in the best way it sees fit at the time.
2. The CI cannot promise to be able to intervene when vampires are found to have violated human laws, though it will do what it can to keep vampires out of human prisons.
