One does not simply become an Enlightened Watcher, one has to earn it.
This rank and all its attached benefits and requirements will only be granted to the most successful Silent Watchers. Those, whose thirst for knowledge is far greater than what any mortal, even elves, can quench in a lifetime.
Those who have managed to satisfy their god's curiosity on multiple occasions having successfully undergone expeditions uncovering knowledge unknowing to the all-knowing or proven their worth again and again in the archives and libraries of the church.

Dross Hegraven
Dross was a special case for many reasons which rose quite a few questions.:When he got officially ascended by Terminus to the rank of an Enlightened Watcher 4987 AS, he was already a Sudo-Eternal and furthermore a quite strange variant of it.
A body that can shapeshift into his mortal form being seemed highly unnecessary for finally visiting a place, where no mortal being can survive.
Furthermore he was on a 'you' level with the Omnipotent strangely getting called on various occasions 'Brother' by him.
Besides these strange cases Dross proved to be a valuable addition to the church, residing on Prius as the material other eye of the ever Watchful. While the high priest remained in control of the church, Enlightened Watcher Hegraven became the official assistant of the Silver Golem.
In the following years, Dross underwent multiple expeditions as advisor of the Omniscient, first to the Squa'osa Archipelago and afterwards a second trip to Sepernius to confirm his previous discoveries.
