The Jabari Water Shepherds (Jah-bar-ee)

Located in the Ka Sai Rainforest, the "Water Shepherds" are able to harness the power of the cloud that perpetually hovers above them.
When a region is experiencing drought, the Jabari are summoned to bring a portion of that cloud to the affected area (for a price of course).
They are adamant that there is no magic involved in their manipulation of the cloud, and that instead, they use ancient shepherding techniques. A powerful organization, not to be taken lightly, they have been known to send downpours to enemy territories, resulting in mass flooding and destruction.
