Eiccatbalum

An Eiccatbalum is a legislator in the Catbalus of Calpi. They enact laws to carry out the edicts of the Emperor. They also see to appointments of some positions, including the installation and dismissal of legionary officers.

Qualifications

An Eiccatbalum must have served in one or more deployed legions for at least five years, and they must be able to demonstrate sufficient wealth to be able to live from their current age until the age of one hundred without earning new income. There is no restriction against earning income through land ownership while in office, but the wealth requirement is supposed to guard against susceptibility to bribery.

Requirements

To be eligible to be an Eiccatbalum, one must be of at least fourty years of age and demonstrate the qualifications of office. This demonstration is done before both currently serving Eipanic, who ratify that the qualifications and requirements have been met, at which point the individual in question is a full Eiccatbalum with all the rights and privileges attendant to the office.

Duties

It is the duty of an Eiccatbalum to uphold, defend, and advance the dignity of the Catbalus and of the Calpian Empire, and to take no actions that reflect poorly upon them.

Responsibilities

Eiccatbalum are expected to attend meetings of the Catbalus when they are in Calpi. Further, they are expected, when hale and healthy, to be willing to take command of a legion, stand for election as an Eibarum, or if they hold Pro-Eibaran rank (they've held the office of Eibarum in the past), take on the role of Censor or Governor of a province.

Benefits

Eiccatbalum are exempt from taxation by the state. Further, they carry the full dignity of the Empire when the travel, so an assault on an Eiccatbalum is an act of war against the Empire.

Accoutrements & Equipment

An Eiccatbalum is expected to wear the vuna otomaux whenever acting in an official capacity, except during military duty.

Grounds for Removal/Dismissal

An Eiccatbalum can be dismissed for treason, cowardice in the face of an enemy of the Empire, or practices unbefitting an Eiccatbalum (which means earning money through trade and commerce, rather than revenue generated from the ownership of land or other property). A motion of dismissal must be brought before the Catbalus by a Censor and must be ratified by a majority vote of a quorum of Eiccatbalum.
