Lawbinder Hroarr Garolfsson (a.k.a. Axe of the North)

Lawbinder Hroarr (Pronounced: Huh-ROH-arr) is the Imperial Lawbinder assigned to the Northern Realms, who operates primarily out of the City of Bryn Shander.
Hroarr is a veteran Lawbinder who has been in service to The Court of Arbitration since its creation. Before the Empire, Hroarr was a magistrate of the Northern Realms, along with one of their strongest warriors. The Lawbinder is a traditional worshiper of the Norse Pantheon, and still fervently worships the deities. Many of the citizens of the Northern Tier revere Hroarr, he is seen as fair and just with his decisions. He is also an accomplished warrior who has seen dozens of battles, along with single-handedly slaying a Frost Giant Everlasting One in personal combat.
Hroarr was terribly wounded in the Githyanki Siege of Bryn Shander in the 7th year of the Tyrant, when a Githyanki Cruiser's Void Cannon hit the floor of the building he was on. The resulting injury removed the use of his legs, requiring magical enchantments for him to walk. Even though his life was forever changed, he never lost the fervor to continue bringing justice to the Northern Tier and enforcing the Overlord's Law.

Hroarr wears a heavy set of traditional Northerner armor which has several Dwarven enchantments imbued. 
In battle, he prefers to utilize two weapons, and wield them at the same time:
Landsréttr (Northern for Law of the Land) - Hroarr's longsword, it is enchanted and imbued with Dwarven runes that say "Strike against lawlessness, and make safe the land."
Háski (Northern for Harm, Anger) - Hroarr's enchanted battleaxe. Hroarr generally wields this when he is in a situation that death is the only feasible next step.
