Kovarian Mage
The Kovarian Empire might be suspicious of magical powers, but they do realize that sometimes one must fight fire with fire. When imperial citizens, regardless of age, start to show signs of being touched by magic they are brought in for testing and evaluation. During this process it is determined if the citizen shall be brought in for Kovarian Mage training, be monitored for further development or if they are considered a risk to themselves or others.
Those that are brought in for training are under constant supervision, always training and studying while undertaking severe imperial conditioning. Part of the initiation is having a vial of their blood drawn and stored, in case a mage should ever leave the light or become out of control this blood is used in a ritual which banishes them to the shadow realm no matter where they should be hiding. Over the course of their years of training and studying magic that the Imperial Mages go through, one of the side effects are their eyes slowly taking on an orange glow which makes them stand out from other humans.
After many years of rigorous training from one of the Imperial Mage Towers, they are then put into service for the Imperial Military but remain under surveillance. They are then put into a ration of magic training, military service and are allowed a few days of personal leave each month. With white and gray robes with the Sun Goddess emblems, they are fairly easy to spot within a crowd but due to imperial regulations they are almost never seen alone.
Over the centuries the humans have developed specialized training procedures to not only increase one's magical powers but to also allow spells to be cast quicker and further. These powerful mages are also known for training their concentration to immense levels, being able to fully focus and concentrate on multiple magical energies at once. With the Empire keeping such a tight control over anything magical, including their own mage towers, it's only rumored with what really goes on during this mage training and no one knows for certain what happens to the ones that undergo the training.
