Pivalon Dynasty
The Pivalon Dynasty is a melting pot of different races who all share the common bond of the open sea. From fishermen, traders, shipwrights, explorers, oceanographers to pirates their culture has always been centered around the sea. It's never an easy task to describe the Pivalons because of so many different races and cultures being mixed together over so many generations.
The government consists mostly of 'the council', always having exactly thirteen members. Six having to be voted in from the citizens while the other seven join based purely on their influence, wealth and power. It's common knowledge that the council almost never agrees on anything which makes the government slow to react and against change. Corruption, bribes and threats are a common place within the politics being considered fair game and part of the job. Most Pivalons will openly admit to their own greed, desire for gold and power. Just another reason why piracy is somewhat legal as long as council fees are paid, and they follow a few rules.
If you ever find yourself in the market for purchasing or having a ship built, then you will find no better ships or shipwrights then here. Unfortunately making deals and buying from Pivalons could prove to be costly, you may think you're getting a good deal but that is never the case. Another part of their culture involves always getting the better end of any dealings made. It is a common sight here to see two merchants haggling for hours non-stop over a mere single coin but to them it's also about the honor of winning the deal. Gambling, haggling and trading is just as much a part of their culture as anything else.
They have enough soldiers to keep their cities guarded but their navy is a sight to behold. The empire may have more ships, may look pretty and matching but the Pivalon navy is a force no one wishes to cross. Consisting of a wide range of many different ship designs, some being hundreds of years old, some brand new, some having a tiny crew and some warships with hundreds of sailors aboard. No one can deny that when it comes to fighting on the open water, none are more fierce and deadly.
The black market is not called that here, it is simply called the market. You will find anything and everything for sale here, all with a cost of course. You will find the best seafood, ships, shipwrights, sailors, divers, fishermen and more here in this kingdom. Due to the greed and the controlling government, the kingdom is almost in poverty. City buildings in server disrepair due to the coins going into pockets instead of the repairs. When visiting here, it is advised to hide your coin purse, be cautions of any 'good deals' and don’t take anything with you that you don’t wish to lose.
