Crime and Punishment

Nedev is a town located far from the heart of civilization, but it has not devolved into a hive of scum and villainy. The Lord Baron Zazar Nocroth , the Magistrate Bini Honorsplitter, Constable Stor Oatwood, Sheriff Pyper Ciradell and the Town Guard work to keep order and peace within their domain, which includes the town and the farms located within it's territory. The laws of Nedev are based on many of the laws found within the Empire, although some have been modified due to the remote existence of this Barony.  
Security
  • The gates are closed from Dusk to Dawn, but will be opened to admit known and peaceable peoples who wish admittance.
  • Weapons, other than daggers, are not to be carried by the commoners in the streets except when headed directly to or from a gatehouse.
  • Nobles, and their retainers, may carry swords, polearms, missile weapons, and other weapons as they choose within the city walls, except no retainers may carry weapons into another nobles house without leave.
  • All able-bodied citizens are required to provide militia service when called upon by the Lord Baron, the Magistrate, Constable, Sheriff, or any Noble so empowered by the Lord Baron.
 
Taxes
  • A tax shall be assessed upon all entering the gates of Nedev, to be collected by the Watch on duty. The tax shall be assessed at 1 copper for farmers; 2 coppers for merchants. Each beast of burden shall be assessed at 1 copper; Goods and Trade items will taxed at 10% of assessed value. Each riding horse shall be assessed at two copper, and each rider at 3 copper.
  • Taxes will not be assessed on Festival Days
 
Lawful Duty
  • It is the responsibility over everyone with in the barony to raise the Hue & Cry when a crime is witnessed or discovered. Failure to raise the Hue & Cry marks the person as an accomplice who shall be charged and punished as if they committed the crime themselves.
  • It is the responsibility of all Tavernkeepers, Innkeepers and hostel hosts to report any suspicious activity of their guests or be charged with the crimes they commit as accomplices.
  • Commoners are prohibited from impeding the persons of Noble rank in their movements.
  • Commoners are prohibited from laying hands upon persons of Noble rank without their leave.
 
Crimes & Punishments
  • Drawing a weapon and threatening a peer is punishable by public lashing, and the confiscation of the weapon.
  • Attacking a peer with a weapon is punishable confiscation of the weapon and lashing. A second offence is punishable by public lashing followed by period of servitude, and confiscation of all possessions and wealth. A third offence results in banishment from the barony, the confiscation of all possessions and wealth, and the branding of the criminal.
  • Attacking a noble, or touching a noble without leave is punishable by public execution.
  • Impersonating someone of a higher class is punishable by lashing, a fine of 10 gold, or a period of servitude if the fine can not be paid.
  • Theft of valuables are punishable by lashing for the first offence; branding for the second offence; removal of a hand for the third offence; and death for the fourth offence; as well as fines of double the value of the items stolen, or servitude if the fine can not be paid.
  • Failure to pay tax is a theft committed against the Baron.
 
Trials
  • Arrested criminals are held in the Thief's Tower until they face trial.
  • Trials will be held as soon as possible, by the Magistrate, or in cases of murder by the Baron.
  • The accused has the right to hire an advocate, and to question any witnesses presented at the trial.
  • Sentences will be carried out immediately for anything less than execution, and the following day for executions to allow time for the populace to gather.
