Sanctuary

The sprawling city of Sanctuary, a neutral ground where the Litha, the Duchess of Obsidian Stars, keeps the greater powers of the outer realms at bay. Although their servants and followers are freely allowed to pass the borders, Litha will not allow fighting related to the power struggles of her neighboring factions to fall within her walls. Everyone who enters the city soon learns that the status quo will be kept, or there will be consequences.
Although she is hardly even seen outside the Onyx Bastion, her enforcers, the Grand Omen, patrol the city to make sure that everything stays exactly as it should.
However, Litha turns a blind eye to any other lesser crimes. As such, lawlessness and petty crimes are frequent happenings in most areas of the city, and vigilante justice is not uncommon.
