The Quells

The Quells is a lawful evil plane ruled over by Kowl Mortor, the devil of subjugation. The plane was the original homeworld of the Ithitar until Milin Orphi conquered each of its layers under his reign of depravity. Once the realm left nothing to be desired for the Ancient Ithitar, he gifted it to Kowl Mortor.
Kowl Mortor spent millenia trying to quell the chaos left by Orphi with a campaign of chains and shackles, bringing the lesser devils remaining in the realm to their knees. As time went on and one revolution followed another, Mortor grew to make the realm depend upon him, binding the planes morphology to his own. Consequently, the supplementing of his soul with the plane led to his promotion as Inutherin.
