Black City Province

The Black City is a barony, legally speaking. It might have been considered a city state if it wasn't for willingly aligning themselves with the Alwynter Confederacy for reasons unknown.
Most look to it with careful eyes, watching for what occurs in the city. For all know it is arcane, mysterious and likely a place of nefarious sins and misdeeds, but few stay long enough to know it to be true. Well, save it's inhabitants, of course.
