Constable Sürwen

A constable of the Hound Hill Guard Central, and a authority figure to most Alwynter guards. He is partcularily so to the Hound Hill guards, being a instructor to guard cadets. Aside from the Governor, he is usually considered the head of all Alwynter Confederacy guards.
