Lasair Compact

Negotiated by Mages and nobles from the various City-States some centuries after the Dragonscourge, the Lasair Compact serves as a guiding law for interactions between the cities. Each city has its own set of laws, but each must obey the Compact in its dealings with other cities and with the mages. The Compact was ratified by the noble councils of each city, binding their cities to both the protections and limitations of the Compact. Any settlement over a certain size is entitled to sign the Compact as well, officially becoming a full-fledged city.   Technically, the Compact may be amended by a unanimous agreement of each city's noble council followed by the agreement of the Mages' High Convocation. In reality, however, the cities' councils rarely look beyond their own interests, and have only agreed on a potential amendment once (which was subsequently rejected by the High Convocation).   The formation of the Compact was used as the starting date for a Calendar ; the year was considered year one Years of Compact (Y.C.), and Midwinter defined as the time for the year to turn over. Since the Compact was signed on Midsummer, 1 Y.C. technically was only half of a year.  

The Laws of the Compact

The Compact itself is very simple: seven laws which carry supremacy over every city (and the area controlled by the City-States Region in total).
  1. No Wurmborn shall be suffered to live.
  2. All Humans shall be considered citizens under the Compact.
  3. No City shall maintain a Militia force of more than five hundred men, which shall never march more than ten miles from the city's walls. This militia shall be dedicated to defending the city and enforcing its laws, and may never be used in offensive action against another city.
  4. All cities shall enforce a nominal tariff upon goods entering their city, which shall be passed on to an administrative body charged with the creation of a Mercenary Guild to protect trade and enforce the Compact.
  5. Any citizen shall be entitled to the hire of the Mercenary Company for the protection of their person or their trade.
  6. Any Mage shall be entitled to immediately requisition the service of any member of the Mercenary Company.
  7. No Mage shall be blocked from performing his or her duties by any citizen.
