Strict rules set on the use and practice of arcana.
These Bands upon arcana and practitioners were the first of their kind. They severely limited them only to the upper class within the Neo-Hierarchy and ensured that they remained strongly within its control. Those outside of the Neo-Hierachy's immediate control, namingly the newest colonies, almost exclusively ignored these rulings.
