After the death of Magelord Ato's successors a new governing body was created.
The Council of nine was established as the newest government for the two covenant factions. The wisest and most powerful claimed the four seats for their people. From those eight a ninth would be elected every ten years by the council. This created the two major parties within modern Rorance politics.
