Charter of Lands and Trade

Grara's founding document.

"At first there were only four counties - then called territories - of Grara. They were not the four strongest parties but together they were able to compete against those who wielded might. I wouldn't necessarily sat that they trusted each other, not at first anyway, but they could rely on each other. Against the warlords who kept stabbing each other in the back, this was more than enough."

A Turning Point

Coming out of the Time of Darkness, Grara was a region of scattered states and warlords and the region had two paths forward; it could crumble to greed, mistrust, and violence, or its disparate parts could collaborate, share, and rise into a new era. Most people would say that the latter is what happened but historians know that the truth is somewhere between the two.   The first four members envisioned the Charter as a way to take the pressure off some fronts so they could focus on defending others. They also sought to normalize trade so that they could use their own surpluses to fill their deficits in other goods. To accomplish this they ended any disagreements they may have had about borders by defining them in the Charter - this took much of the time spent on the Charter's creation as none wanted to cede anything they thought was theirs.

An Evolving Document

There have been many additions and amendments to the Charter since it was first signed over three centuries ago. The current version is so long now that it makes the original look like a pamphlet. Each time a new county was added, the document gets longer as it defines the borders of that county. As new goods and methods of trade are moved and created, those all are also added to the Charter.
