Dulleyes

Dulleyes is a colloquial term for children that were born with weak souls and have dull personalities and vacant looks for many of their foundational childhood years. The current generation of children are not beginning to express themselves or be capable of learning complicated topics until around the age of eight or nine. The phenomenon's cause is well understood at this point and affects nearly all human children to a strong degree, as well as dwarven children to a lesser degree. Elves suffer from this as well, but it is a natural part of their development cycle until they begin consuming their first souls. Most people are unnerved around dulleyes children, innately recognizing there is something wrong with them. There are rumors sometimes around dulleyes being put to work at simple jobs with varying degrees of supervision, but citadel laws have generally failed to properly regulate the growing problem of dulleyes children.
