Often Corrupt and Unjust Patrol of Lower Alderham
Patrolling the southern quarters along the wharf, these under-trained, under-equipped soldiers look for any trouble they can find, and they bully and sometimes brawl their way through their shifts, relishing their authority and assumed superiority over others.
In Alderham, the city burgher ostensibly holds lordship over the lower city, but her primary attention is given not to justice, but the protection of trade. Her guards and soldiers are picked from malleable or angry persons, sometimes even former criminals that walked the streets as outcastes, bandits, or murderers. The soldiers in Alderham are generally more crude and vindictive than they are just.
The Hekkams, behind their wall in the North City, relish the corruption and violence on the wharf. As long as the Burgher keeps the shipping and supply lanes open to the upper city, the nobles have no problem.
"Ha! Let them brawl!" a Hekkam noble will cheerfully toast, with a jigger of expensive North Breaks whisky.
