Aquaratious Tellaran

A magically created sqaure mile or so, dedicated to the preservation and wonder of the world's most amazing aquatic creatures. People come from miles around, especially from the higher areas of Tellarus itself, to view the sea creatures in captivity.
The Aquarium does hold many sentient species of creature, that after many years have become despondent and hopeless. (And those that would continue to be vicious and violent are slowed and charmed into docility.) The crowds at the Aquarium, especially in the summer (when the air in the buildings is magically cooled), and the crowd is unbelievably loud and racous, with spoiled wealthy children everywhere making noise and chaos.
The Empire has a fascination with holding strange or powerful creatures against their will, to entertain the citizenry with these strange beasts they would never see otherwise.  Just another way to keep the populace entertained and happy.
