Noughtonboroughs of Teharre

One of the strange features of Teharre is its ban on magic within the city. Along with this, it provides pocket universes within the city, places where magic can be used indiscriminately, with a small cost of entering or exiting. There are three such places, called Noughtonboroughs, each with its own flavor.
Truth be told, Teharre itself employs wizards of enormous power, kept secret from the citizens. Their main purpose is to generally uphold the law (ironically including the magic-ban) and (also ironically) make sure the Noughtonboroughs don't leak out into the streets fo Teharre. What happens inside a Noughtonborough could be anything; there is no set rule of law. Some say that these places have become elaborate worlds of their own, ruled by who-knows-who, are wildly chaotic and anarchic.
Needless to say, some go into the Noughtonboroughs and never return. And who's to say this is a bad thing for anyone?
