First Flight Festival

Every new year there is a festival spannig many days.  A selection of dragon riders will arive at one of the main elven cities (they switch between which kingdom holds the festival every year) and any new dragon riders (with their dragons of flight age).  When the new year begins there is a great show where all the dragons take flight from various points throughout the city.   It's called First flight because of two things, it is the first time any dragons will fly in the new year, and because it is the first time new riders will be allowed to fly their own dragons and it introduces them to the population officially.
