An Uskeche Iasa is a type of special wine made by the elves that is imbued with magic.  It is very potent and aged for thousands of years before being sold.  A sip of this wine is likely to get you drunk and the side effects are more than just a hangover.  Every time you take a drink you have the chance for a magical effect to happen, some of which are permanent.  
It makes for an interesting drinking game, which is popular amongst the younger generations of the high class elves.
