The underground organization that has a hand in nearly every aspect of the governments in Locfaion. They alter decisions and make changes from the shadows, but usually only step in if things are expected to go completely off the rails.
All Hidden Order agents know the following bottom tier passphrase:
Bottom Tier: “The alpha wolf is a fool.”
There are different passphrases the higher one gets in the organization and allows them to be privy to more information.
