The Council of Dragons meets in Citadel to discuss the rising threats of The Fey Court. The non-councilor Bonner Boys encounter an old "friend" in a new position of power.

The party arrives at the new Dragon Dais in Citadel and meet the interim Steward to the throne. He’s no-nonsense and very welcoming of the dragons. With the rest of the council on the way, the party decides to investigate the new Dragon Guard, a force of trained guardians of the Council.   The Dragon Guard has been outfitted with orbs that produce draconic breath powers, apparently developed by Carson, better known as The Chump. A dragon guard named Keith Suburban tells the party most members joined just for the prospect of flight. They have capes that can take on the properties of dragon wings for a short while. The truth is they aren’t just protectors of the dragons and their bonds, they are also meant to police them. But before the party can investigate further, The Chump kicks them out.   Daryl heads off to the council meeting, but it’s a few heads short. Cole Mirari appears without Birinj. The Bronze dragon was killed by a Kraken that appeared out of nowhere off the coast of Essonas. Before any of them can process it, a shadow descends over the city.   The rest of the party is outside the Gallery, an art museum in town, talking to a good old country boy paladin by the name of Roland “Sweet Bread” Callahan when they see it. The Shadow Dragon lands at the dais with Indigo. They run back.   The whole council prepares for a fight. But the metallics beg not to start one in such a populated area. Aarden and Virescent push for a vote, and it ends up in favor of allowing Indigo to stay without a fight.   On Danger’s path back, he’s attacked by a member of the dragon guard who says, “The Chump sends his regards.” Danger suffers severe burns but kill the guardian.   The council discusses the Fey Lords and the upcoming wedding between the Moonlit King and the Queen of Night and Magic. They keep circling around the same point, both sides are just going to keep coming into conflict. The Fey Lords and the Dragons can’t seem to coexist peacefully. Aarden and Virescent really push this idea. A war is coming, and this wedding is the only time they’ll know the position of all their enemies. Indigo realizes war is inevitable, so he takes off for a place called The Summer Palace on an island in Essonas to warn the Fey Court.   The party return to the dais to find the council preparing for war, immediately. They fly for the Summer Palace in formation.
