As Mercercle is a collection of cities bound together by their shared mercantilism, it was only a matter of time before one became greedy.
Freeport is this city - it is known as the port of pirates, and the Council of Six only tolerates it's existence as it truly is a lucrative trading spot, though no one would doubt it's rather unruly state.
The city worships Darmon almost exclusively. He is the god of rogues and thieves, after all.
