Lockhinge Notes - Brothels

Within Lockhinge County, humanoid trafficking one of the few things with strict rules. Of course there are instances where people do things illegally, but within the law is:  
  • workers are there of their own volition and may not be prevented from leaving or keeping their agreed-upon wages.
  • workers must pass regular health checks, have ready access to protection and contraceptives, and have certain amount of time to take leave. workers may only work a certain number of hours.
  • those places that house and care for workers must pass inspection of living quarters and care.
  • workers can bring complaints to the guild.
  • proprieters must be "madams," which is still the title used for ex-workers regardless of gender, meaning individuals who have worked in the service. Often, these madams take over the house in which they've worked, and so the title of madam is passed down through the house's ranks. The other option is a madam striking out on her own to set up her own house. There may be more than one madam, but there are extra legal hoops to divide up ownership and duties etc. There can be instances where a madam is not who starts or runs a house, but those are considered special cases and require legal permissions to do so.
  • All madams running a house must acquire a license to do so.
  • All workers must pass an inspection/interview and acquire a license as well.
  • Working without a license, or working off premises of a licensed house, is considered a crime.
  • "pimping" or working as a madam without appropriate licenses or working off premises is considered a crime.
  • Workers may only work for one house at a time.
  • Workers receive a small wage regardless of work, with gifts and personal fees added on top. The madam receives part of these personal fees, as does the house, for upkeep and adding to the pot of funds for wages. Wages are mainly supported by clients purchasing special services, such as drinks, baths, massages, performances, etc. In this way, all workers are motivated to help sell these services and also do not become competitive over it. At the worst, workers may get annoyed at a worker for not pulling their weight and helping sell services for the good of the house.
  • "gifts" are allowed, but only of certain types and in certain amounts. This allows clients to express their thanks, without feeling as though they are entitled to anything, the worker owes them anything, or like they have "bought" the worker or their affections.
  • workers are allowed to set all of their own terms and boundaries, and any changes the contract must be agreed upon by both parties.
