The Luminary Authority

The Luminary Authority (legal faction) is a law enforcement order of Luminary knights which was founded by the legendary Phanmere the Irresistable thousands of years from the current day.

Its Agents, the Marshals of the Luminary Authority, are exclusively selected from distinguished, powerful Gods, particularly those aged 200 years and greater, and wear highly visible silver cloaks resistant or even immune to most forms of magic.

The Authority enforces the Thirteen Laws of Luminaries through trials consisting of a tribunal of Authority representatives and the Accusee, that is, the accused God in question, with an Accusee possessing the right to summon two Champions to attest to their character.

An Accusee's Champions traditionally are responsible for collecting evidence in their favor, and submitting to any sentencing for the Accusee, in the event of trial elopement. Accusees hear the evidence the Authority has brought against them, and, under the presumption of innocence, must defend and refute their charge(s) with testimony and evidence of their own.

Phanmere the Irresistable, founder

Given that there are few Millenium Goddesses with unshattered Soulgems who yet walk Lumina, and thus oral histories have proven inconsistent in recent years, Phanmere the Irresistable's exact age is unknown.

Historians speculate that ze began gaining public recognition as a sociopolitical agent around 900 LE - 1,400 LE, but some theorize that ze had arrived during the Lumina's Doom incident (LE 0).

Ze was shattered on 3,108 LE, and Leona profoundly mourned hir absence during Qalvi Varai's devastating political conquest that began with the Northwest Siege in Dafielish Elvish lands in 3,209 LE.

Agents

The Marshals of Doubt are the enforcement arm of the Luminary Authority, which is headquartered in various pockets of Lumina, but in Leona is associated with its Phanmere Fortress in Duchy Phanmere, Morrisette. Operating in Luminary pairs and in larger configurations when needed, they investigate violations of the 13 Laws of Luminaries, and arraign wanted persons. Marshals are readily identified by their silver hooded cloaks, which serve as their badge of office. The Authority only grants cloaks to fierce, older Gods committed to putting Lumina's sake before extremist Divine freedoms. The 13 Laws of Luminaries

(Marshals of the Luminary Authority have the legal right to gem or Annihilate any Gods who resist arrest, invitations for inquiries about pending Authority cases, or otherwise disrupt official Marshal business)
Thou shalt report Lawbreakers to Marshals forthwith. (Gods are legally responsible for reporting the name, description & location of any God suspected of breaking a Law, as soon as reasonably possible)

Detainment of Suspects
Legal Inquiries The Marshals of Doubt, the field enforcers of the Luminary Authority, are empowered by the Code of Phanmere to both detain and apprehend suspected offenders of the 13 Laws (Code of Phanmere, Articles II-III, 1001 LE). A period of detainment may last no longer than 3 days: at dawn of the third morning following detainment, Luminary Restraints are hardwired to automatically release. This spell is called the Right of Release. Article II of the Code of Phanmere, the Detaining Words, must be recited for proper detainment to take place:

"I detain thee in the name of Phanmere due to exigent risks. I spare thee immobility yet affix thy appendages, for thou retainst the Right of Release at three sunrises hence. Thy righteous, truthful bearing among Marshals of the Luminary Authority and appropriate compliance with mine legal inquiry shalt deliver thee from this discomfort posthence."

Apprehension of Suspects
Triumviry Arraignment to Court Article III of the Code of Phanmere, the Charge of Apprehension, is recited before or after a Marshal applies Luminary Restraints to a subject. The Restraints sense a Marshal's apprehensive intent, and, when deployed, automatically render a basic chest harness linked to wrist and ankle ties hogtied to the harness behind the apprehendee:

"Thou wilt submit to apprehension, or be Annihilated. The Luminary Authority hath deemed thee a threat to Lumina and to Natural Law. We are righteously empowered to render thee captive, and We will protect thee with Our life from harm whilst thou art Our sacred responsibility in Our empowered custody. Thou mayest select two Champions of thy cause for Court with an Authority Triumviry. Thy Charge of Apprehension doth not imply that thou wilt suffer legal admonishment or retribution. Thou shalt face an Authority Triumviry within a week and fortnight of thy captivity, though We shall ordinarily summon thee within three sunsets."

The Controversy of Manacling Luminaries
Degrading, or Justifiable? Luminary Restraints are an extremely controversial topic among the Gods. Some proponents cite the Divine authority of Phanmere the Irresistable as a Millenial Godex who set righteous moral standards to constrain the Gods (legally and corporally), while others cite the dangers of rogue magicians, necromancers, spacetime subverters, and otherwise the ordinary, reasonable danger the Gods pose to mortals, doubting alternate methodologies' efficacy. Further, frequent advocacy for manacling Luminaries centers around the position that in so doing, the harm potential which aggressive and/or anti-social Goddesses, Gods, and Godexes possess is suitably and reasonably protected against. Detractors pose various attitudes regarding the immorality of Divine confinement. Some state the simple act is humiliating and unbefitting of a Goddess, God, or Godex, and that the Authority should abolish this practice. Others agree with the spirit of the 13 Laws of Luminaries, yet criticize the centralization of Divine law enforcement and the use of magic-inhibiting restraint enchantments, believing that the Divine collective can autonomously police itself more effectively and without "involving Divine humiliation". Some fringe theorists pose the abolition of both Restraints and the Authority itself, while others advocate the abolition of the Authority, yet the free, vigilante use of the Restraints. The 'Qalvi or Quack?' Incident In 4,779 LE, on a game show segment of the Leona Herald called Qalvi, or Quack?, Timion Westreach of The Hollow had mistaken Queen Lysandra the Tempest's words for Qalvi Varai's. The quote was the following:

"Sure, play is one thing, but oppression is another... Try to kidnap me, Tarnishsurge, and I'll not hesitate to smite thee where thou standst." > Queen Lysandra the Tempest, 3293 LE (to Champion Filla Tarnishsurge)

Lysandra the Tempest & Minerva Beamflash The Luminary Authority issued Queen Lysandra the Tempest a written warning of Apprehension for threatening Anwar Delatyrre's life if he ever called her a quack on the telecrystal again. Lysandra the Tempest responded to Minerva Beamflash with a blank scroll marked with black lipstick, which contained the intact Soulgems of Marshals Ardek Zirilser and Mitalar Yincyne. Minerva Beamflash then mailed the queen a present box filled with 7 of the 9 Soulgems of the Elemental Alliance's Champions. The Queen Lysandra then visited Duchy Phanmere, Morrisette with all nine of her Champions, and permanently destroyed a segment of Phanmere Fortress' massive walled perimeter with unpeered Boltwork lightning. Furthermore, her host kidnapped seven Marshals and kept them as hostages for three days, returning them to Phanmere Fortress shortly after sunrise. Since 4,779, Lysandra's sanctioned detainment of Marshals has continued annually in the years following the incident. An unenforced Wanted poster now orders Marshals to apprehend the Queen on site. Correspondence between the two has intermittently occurred since the incident. Some excerpts below:
