Ambient Magic

Ambient Magic is a bit of a misnomer. Technically most magic could be described as ambient. The weave for example is everywhere and permeates everything but it is not Ambient Magic in this context. Ambient Magic refers specifically to magic that is not connected to the weave so it just kind of exists with few ways to interact with it. Ambient magic seems be be everywhere and in everything to some degree. The amount is mostly negligent in everything except monsters. It is believed this is what causes monsters to be seem so unnatural.
