Tolgan

Tolgan sailors control all official shipping (and most of the unofficial shipping too) in the Tolgalen Sea.

Long ago, all sailing was constrained to the coast. An enterprising group of merchant-pirates spent decades developing the techniques and crafts required to reach the island of Tolga. From this island base they raided merchant ships and sold the goods in distant harbours as their own. The proceeds from these endeavours enriched their island home and Tolga developed into a thriving city of disrepute. Over time, merchants signed up with the tolgan pirates, flying their flag and tithing to their island lords. Any transport vessel that berths at Tolga without a Tolgan flag is immediately seized, ensuring Tolgan supremacy.

Most recently, Far Haven has been settled to serve as a base for ships attempting to cross the Sianna Sea, establishing a Tolgan controlled route to the Darklands.
