Magical Security Act
Resolution adopted by the General Assembly on 17 June 1970
1. Bearing in mind the safety and welfare of all inhabitants of Earth the General Assembly wants to create a single document which will provide guidelines on dealing with magical crimes and provide magic-users with the same sense of safety and welfare as the rest of humanity. The General Assembly urges member states to follow the instruction in this document and adapt their legal system and law enforcement to the new standards.
2. The General Assembly understands that security and law enforcement agencies need practical tools to keep people safe and urges the Secretary-General, Security Council and member states to establish the Mage Registry. All magic-users no matter what type of magic they are practising are obliged to register themselves as mages at the nearest police station which is authorized by the local government to administrate the Mage Registry. Each registered magic-user will receive a mage identity card. The only requirement to register is to be a magic-user. A person doesn't need to take any tests. Registered magic-users have certain privileges. They can join the military of their countries as battle mages, work as magic specialists in law enforcement, enrol at magic academies and run for magic related public offices.
3. Crimes committed by registered and unregistered magic-users should be treated the same. The purpose of the registry is not to create a privileged group of magic-users but to make it easier to maintain safety.
4. Magic-users are to be treated like every other group that exists in the world. Discrimination and hate-crimes should be treated, the same as such things directed at other groups, as crimes and punished accordingly.
5. In order to protect all of humanity the General Assmebly decides to enact a ban on blood magic.
6. This resolution comes into effect in the moment of its adoption.
