Theocracy. The laws and organisation is mostly covered by the Queen and her seers in coordination.

Defences

The fact Rohe'awa is split between a land and underwater part makes it harder to attack for creature having one mean of locomotion (like not having swimming proficiency). Aside from that, most static defense involves coral spikes and the average militia.

Industry & Trade

Rohe'awa isnt opened yet to trade as being rather isolated from other settlements that could partake in that. However, they have a surplus of coconuts and spider silk which they could trade easily.

Infrastructure

Rohe'awa is easy to reckognise as a pelagos architecture, since everything on the land part is filled with large shells serving as housings, and numerous decorations coming from either shipwrecks. There is no set roads aside from trails made from frequents pelagoi moving around the shells for their daily business. The house are also very different in shapes, color and decorations which makes it way more like a random dumb than a village by common standards. The other part under the river bed is also filled with housings and natural wonders. The only true architectural piece is a monument to their goddess which is surrounded by stones and where the queen and seers can be found.
