This group is comprised of the richest and most powerful of western society.
The leadership is in constant flux form internal conflict.
(Inspiration: court of owls, capitalist labor aristocracy)

Structure

Each member of the Elite is constantly vying for power and influence. The "top-dog" is the individual with the most ambition and the least moral hold-ups. There is a constantly shifting power structure within the Elite.
An extreme version of the plutocratic oligarchy we see today with global capitalism.
